OTM-R Strategy: Open and Transparent Recruitment and Hiring

The strategy for recruiting research staff is based on the principles of open, transparent, merit-based, and internationally comparable selection and hiring (OTM-R) established in the European Charter for Researchers. This process ensures that the best possible person will be hired for the job, providing benefits to researchers, institutions, and the research field as a whole. Specifically, OTM-R promotes a more attractive research career, ensures equal opportunities for all candidates, and facilitates mobility.

The University recognises the need for research centres and other R&D&I units to be able to hire research staff as efficiently as possible while adhering to best practices in selection and hiring methods in accordance with current legislation.

HR Research provides assistance and advice to both applicants and research centres, units, and R&D services in hiring research personnel.

Programme Calls

Below, you can find the university's own calls, regional calls, and national calls for contracts of predoctoral staff (R1), postdoctoral staff (R2 and R3), and technical and managerial research staff:

The following calls aim to fund the training of graduates integrated into research groups who are conducting their doctoral thesis at the Universidade de Vigo and who, based on their skills and training, can become new research personnel through the formalisation of a predoctoral contract in any scientific field according to current legislation.

University grants

UVigo grants for Predoctoral Contracts

The purpose is to fund the training of graduates integrated into research groups who are conducting their doctoral thesis at the Universidade de Vigo and who, based on their skills and training, can become new research staff through the formalisation of a predoctoral contract in any scientific field in accordance with Article 21 of Law 14/2011, of June 1, on science, technology, and innovation, amended by Law 7/2022, of September 5.

Support grants for the Predoctoral Stage at SUG Universities

The hiring of personnel in their early stages provides the basis for acquiring the necessary skills for research staff through stable training processes. Additionally, it allows the system to achieve a level of  human resources in research comparable to other European countries.

Industrial Doctorates 2023

The programme finances the development of a doctoral thesis in the business environment, based on research projects involving effective collaboration between a company or innovation and technology centre (applicant) and an university within the Galician University System (SUG) for a maximum period of three years.

 

National Grants

Training Grants for University Teaching Staff (known as FPU)

These grants aim to finance the costs derived from predoctoral contracts formalised between university teaching staff in training and universities with the purpose of obtaining a doctoral degree and acquiring university teaching skills that facilitate the future incorporation of beneficiaries into the Spanish higher education and scientific research system.

Additionally, they aim to finance the hiring during a one-year postdoctoral orientation period for those who obtain their doctoral degree before the start of the last year of the grant. Their maximum duration is four years.

Grants for predoctoral Contracts for the Training of PhD Holders

The purpose of these grants is for researchers in training to conduct a doctoral thesis associated with a research project funded by grants for projects from various state programs. 

Additionally, they aim to finance work contracts during a one-year postdoctoral orientation period for those who obtain their doctoral degree before the start of the last year of the grant. The grants have a maximum duration of four years. The grant covers tuition fees as well as research stays.

Grants for Industrial Doctorates

Four-year grants to companies whose purpose is to promote the implementation of industrial research or experimental development projects, which frame a doctoral thesis, to promote the employment of research staff in companies from the beginning of their professional careers. The employability of these researchers aims to promote the incorporation of talent into the productive fabric to increase its competitiveness.

 

Here are various calls for funding the hiring of postgraduates holding a doctorate degree to further their training in departments at the Universidade de Vigo, with the aim of enhancing their skills through postdoctoral research stays, typically conducted abroad.

UVigo grants

UVigo Research Talent Retention Programme

This call aims to perform a selection process for the hiring of temporary research staff  for those who hold a doctoral degree and have conducted postdoctoral research activity at the Universidade de Vigo under certain international, national, and regional competitive programmes.

Regional Grants

Support Grants for Postdoctoral Training Stage at SUG Universities

The purpose of the postdoctoral training stage support programme is to increase the incorporation of research staff into the Galician R&D&I system by promoting, in its initial stage, the acquisition and improvement of the skills specific to doctoral research staff, through contracts with the entities that make up the system and allowing international mobility to improve their education and training. Additionally, the applying entities may present researchers who are eligible for Fulbright scholarships

Grants to complete the post-doctoral training stage at SUG universities

The purpose of this call is to enable continued training for those who have obtained their doctorate and have begun their post-doctoral training, allowing them to improve their training and establish their own line of research that will allow them to consolidate their careers in the future.

Oportunius Programme

The Oportunius Programme is promoted by the Xunta de Galicia regional government , in collaboration with the Galician University System (SUG), the Spanish National Research Council (CSIC). It aims to strengthen the Galician science and innovation system by attracting, bringing back, and retaining high-level research talent. Specifically, it offers complementary benefits to holders of ERC grants and supports finalists and candidates with potential who want to do research in Galician entities.

The programme offers a tailor-made itinerary for three profiles:

  • ERC Winners:
    Package of  grants that are complementary to European funding, through the option of a distinguished research staff contract and financial resources to support their research activity.
  • ERC Finalists:
    Economic support and training services, advice, and proposal review to increase the chances of success in the following ERC calls.
  • ERC Candidates:
    Training and expert advice for distinguished research staff with high potential and promising research careers to participate in ERC calls

National Grants

Juan de la Cierva Training Grants

These grants aim to promote the employment of new doctoral graduates for a period of two years to complete their postdoctoral research training in Spanish R&D centres other than those where they completed their predoctoral training.

Additionally, to participate in this Juan de la Cierva call, it is necessary to consider the internal application procedure, which must be consulted annually on the Universidade de Vigo's call board.

Juan de la Cierva Incorporation Grants

The aim of these grants was to promote the employment of new doctoral graduates for a period of two years to strengthen the skills acquired during an initial postdoctoral training stage. The last call was for 2020.

In addition to co-financing the salary and employer's contribution, this call also included the award of an additional grant of €6,000 to cover expenses directly related to the research activities of each person hired .

Furthermore, to participate in both Juan de la Cierva calls, it is necessary to consider the internal application procedure, which must be consulted annually on the Universidade de Vigo's call board.

Ramón y Cajal Contracts Grants

These grants are aimed at promoting the incorporation of national and foreign research staff with a distinguished track record into R&D centres to acquire the skills and abilities that will enable them to obtain a stable position in a research organization of the Spanish science, technology, and innovation system.

Since the call for 2021, the grants have been divided into a first phase three-year phase equivalent to the former Juan de la Cierva-Incorporation and a second f two-year phase that can be accessed after passing an evaluation.

The grants are intended to co-finance the salary and employer's Social Security contributions of the hired researchers, also granting an additional aid amounting to €42,000 to cover expenses directly related to performing of their research activities.

Beatriz Galindo Grants for Attracting Research Talent

The purpose of the Beatriz Galindo grants is to attract researchers that have conducted part of their professional career abroad in order to promote the recruitment and training of research human capital and mobility of those researchers in sectors of national strategic interest, as well as to provide quality and competitiveness to teaching and research staff in Spanish universities.

Grants for the requalification of the Spanish university system

These grants aim to promote the requalification and national and international mobility of teaching and research staff to increase the quality of higher education.

They are funded by Next Generation EU funds and consist of three modalities:

  • Margarita Salas for the training of new doctors through foreign or national training stays of up to three years' duration.
  • Requalification of university or contracted teaching staff through training stays at national or foreign public universities or research centres of up to one year's duration.
  • María Zambrano for the attraction to Spanish public universities of teaching and research staff with accumulated postdoctoral experience in foreign universities or research centres of three years' duration

Grants to Encourage the Incorporation of Established Talent "ATRAE Programme"

The aim is to facilitate the incorporation of established research talent, with recognised international prestige, who have recently developed a significant period of their professional activity abroad, thus promoting progress towards a more competitive Spanish system of science, technology, and innovation on a national and international scale.

Researcher Consolidation 2023

To promote the consolidation of the professional careers of researchers, both national and foreign, so that they can develop their professional careers within the Spanish system of science, technology, and innovation.

 

Grants for Technical and Management Staff

The aim of these grants is to provide incentives for the employment of technical support staff in R&D centres for a period of three years. The qualifications required to be able to participate in the call for applications are a degree, engineering, architecture, diploma, bachelor’s degree, technical engineering, technical architecture, or higher technical degree within the framework of vocational training in the education system.

Staff hired for Projects

Research, transfer, and innovation are some of the Universidade de Vigo's top priorities. To enhance research activities, the academic institution needs to hire specific staff for these tasks, either in research groups or in other related structures, such as research centres or institutes.

The current regulations in force at the Universidade de Vigo determine the procedure for hiring research staff.
 

The Universidade de Vigo's hiring procedure is carried out through open, transparent, and merit-based processes. Principal investigators must submit their proposals for hiring research personnel to the Research Project Contracting Unit for inclusion as annexes in each public call. 

Calls will be published at least every 15 days.
 

In accordance with the provisions of the second transitional provision of the Hiring Regulations for Research Personnel at the Universidade de Vigo, those fixed-term contracts for specific tasks signed by the UVigo, linked to a research centre recognised by the Galician university system, competitive benchmark research groups (known as GRC), or groups with growth potential (GPC), which were in force on December 31, 2021, or during the transitional period provided for in Royal Decree-Law 32/2021 (fourth transitional provision) and whose validity ends in 2022 or later, may be transformed into indefinite contracts under Article 23 bis of Law 14/2011, of June 1, on science, technology, and innovation, provided that two conditions are met cumulatively:

  • That the selection of the persons concerned is carried out by means of a call for applications in accordance with the constitutional principles of equality, merit, and capacity, as well as publicity.
  • That sufficient accredited funding is available to cover all costs associated with the contract.

Exceptionally, to comply with this provision, the following procedure is established:

  1. The principal investigator of the project or activity will receive an email with relevant information about the possible transformation of the contract, including the annual cost.
  2. The next step will be to complete the second transitional provision form. The duly completed and electronically signed declaration of responsibilitymust be uploaded.
  3. Due to the exceptional nature of this process, the research committee will decide in successive stages, according to the stage of completion of the contracts; it will start with those ending in June and July.

 

Extensions of contracts for specific tasks

Contracts for specific tasks existing prior to the entry into force of Royal Decree-Law 32/2021 may be extended while the project is valid, until December 30, 2024 at the latest.

To manage these extensions, the usual procedure before the entry into force of the hiring regulations will continue to be used. Principal investigators must complete and sign Annex I for extension requests and process the request through the Research Staff Service via the support units of the centres.

Transformation into Temporary Contracts under the Fifth Additional Provision

Those contracts linked to PRTR or for the execution of temporary programmes financed by EU funds that were formalised through a contract for specific tasks and are nearing completion may be transformed into the new temporary hiring modality under the Fifth Additional Provision of Royal Decree-Law 32/2021 and extend their validity without the need to publish a new call.

For this, principal investigators must submit a declaration of responsibility that the hiring was carried out in accordance with the constitutional principles of equality, merit, and capacity.

To request transformations, the same procedure as for extensions must be followed. Principal investigators must complete and sign Annex I for transformation requests and process the request through the Research Staff Service via the support units of the centres.
